On October 10th, EU Commissioner Johansson will present a proposal for new rules that would oblige providers to detect, report and remove child sexual abuse material on their services. Providers would also need to assess and mitigate the risk of misuse of their services, while any measures taken must be proportionate to that risk and subject to robust conditions and safeguards.
The proposal also “foresees the creation of a new independent EU Centre on Child Sexual Abuse to support online service providers, National law enforcement and Europol, Member States, and also victims.”
As with legislative measures introduced by the UK, Canadian, Indian and other governments, privacy advocates, civil libertarians, and platforms are concerned that the new EU measures will undermine encryption and, with it, the privacy and safety of children and adults alike.
